The years of independent development for the states of Central Asia have been simultaneously a period of formation and evolution of transformation strategies designed and put forward by both external actors and local elites. Although the processes of transformation are far from over yet, the problem of finding the most expedient methods for their implementation and scientifically grounded approaches is still on the agenda.
